The Clarity Act races toward a Senate vote with no ethics rules, while a UAE fund tied to a $2B Trump-linked stablecoin deal wins export favors. With Hormuz closed, the Gulf needs this play more than ever.
President Trump wants the Senate to pass the Clarity Act, the biggest crypto law in American history, before the August 7 recess. He framed the vote as a race against Beijing: "Don't let China win on either subject!!!" Just last week, his financial disclosures showed the family earned more than $1.4B from crypto last year and moved most of it into stocks and bonds. Retail investors in Trump-backed tokens have lost $2.3B. Hold those two facts side by side. They explain everything else happening in Washington, (and possibly Iran) right now.
The Clarity Act would split crypto oversight between the SEC and the friendlier CFTC, finally defining when a token counts as a security. Lawmakers merged the Banking and Agriculture committee versions, added 70+ pages of consumer protections, and are targeting floor action the week of July 20. They need 60 votes.
The fight is over what the bill leaves out. According to a source cited by The Block, the current text contains no ethics provision, nothing stopping presidents, officials or their families from profiting off the industry they regulate. Senator Elizabeth Warren told Senate leaders the bill has "significant flaws" and that anything less than a profit ban "would be a flagrant giveaway to the President and his family at the expense of the public." Democratic votes hinge on this. So does the bill.
Here is why Warren is loud about it. Reuters analysis of Trump's disclosures shows his stock and bond portfolio quadrupled as crypto money flooded in, reaching between $703M and $2.6B by end of 2025. While Eric Trump toured conferences calling bitcoin "the greatest asset" of modern times and predicting $1M a coin, the family's money managers were rotating crypto profits into the safest assets on earth. Former CFTC chair Timothy Massad read the filings plainly: make a quick buck from crypto, then park it in stocks and bonds.
The family has not exited. Trump still holds 15.75B World Liberty tokens worth over $50M, and Trump entities held at least $160M in bitcoin and ether at year end. But the pattern is the tell. Watch where promoters put their own money.
Meanwhile, the Commerce Department just announced it will prioritize export applications involving MGX, the Abu Dhabi fund that weeks earlier pushed $2B into Binance using a stablecoin with documented ties to Trump family business interests. Export controls govern America's most sensitive technology, advanced chips and AI systems. A former Commerce official reportedly claimed he had never seen blanket favorable treatment granted to a single foreign entity, adding that export controls "are supposed to be about national security, not about which companies have the right political connections."
MGX matters because of scale. Just two weeks ago it closed a massive $49B AI fund, one of the largest venture pools ever raised, with stakes in OpenAI, Anthropic and xAI. Those bets need US chips. The export perks ease the path. The stablecoin sits at the junction. One transaction, three payoffs.
The Iran war is adding pressure behind all of it for the Gulf and the US. With the Strait of Hormuz closed again, the UAE's petro-dollar and tech fuelled economy is bleeding. Crypto firms and expats who made Dubai and Abu Dhabi their post-2021 home are relocating, and the Emirates' bid to be the world's digital asset hub suddenly looks fragile. A rival security bloc built around Iran, Pakistan, Yemen, Russia and Qatar is courting Gulf states away from the old US order. Washington needs Abu Dhabi and Riyadh anchored. Abu Dhabi needs its AI and crypto play to survive the war. Export favors and a friendly crypto law are the price of the alliance, paid in policy.
Also yesterday, the UK stood up a 54-firm tokenization taskforce, and the roster is the story. BlackRock, JPMorgan, Goldman Sachs, Morgan Stanley, Coinbase and Kraken all signed on to build live tokenized repo markets in London within 12 months, chasing a projected $88T global tokenized asset market. The biggest names in US finance are now placing infrastructure bets in every jurisdiction that offers clear rules and state coordination, and London just offered both in one package. Tokenized markets will settle wherever the framework is ready first. These firms are building the same rails at home too, but the Clarity Act will help decide whether the US is on that list or watching from the sidelines.
A Clarity Act pass would end years of regulatory fog, a genuine win for compliant US exchanges, custody businesses and tokenization plays, and the July 20 floor vote is the date to watch. But price the asterisk. A bill passed without ethics guardrails is a bill built on a fault line: Warren has promised hearings, Democrats are floating a special counsel, and every MGX export approval will be litigated in public. Anything touching the administration's crypto orbit now carries a political risk premium that diligence has to quantify. Even if Trump can push the bill through, if the Democrats can gain control of the House and/or Senate in the mid-terms, the crypto sector could be looking at another round of extended uncertainty… or “un-clarity”.
