The semiconductor cold war just went hot. China has quietly told domestic companies to steer clear of Nvidia's H20 AI chips and Advanced Micro Devices products for any government or national security applications, according to sources familiar with the matter speaking to Bloomberg.

The timing couldn't be more explosive. Just Monday, the White House confirmed both chip giants had agreed to an unprecedented arrangement: 15% of all China revenues flowing directly to the U.S. government. The deal was part of getting export licenses restored after the Biden administration clamped down on AI chip shipments earlier this year due to national security concerns.

Now China appears to be hitting back with its own restriction playbook. The H20 chip—Nvidia's deliberately neutered version designed to comply with earlier U.S. export controls—suddenly finds itself caught in the crossfire of escalating tech nationalism. AMD's MI380, similarly designed to work around restrictions, faces the same cold shoulder from Chinese authorities.

"This is essentially China saying 'if you're going to tax our market, we'll just stop buying,'" one semiconductor analyst told me, speaking on condition of anonymity given the sensitivity. The message to Chinese companies is clear: find domestic alternatives or look elsewhere for AI processing power.

President Trump poured gasoline on the fire during Monday's press conference, dismissing Nvidia's H20 as "obsolete" and threatening to block higher-end Blackwell shipments unless performance gets slashed by 30% to 50%. The comments reveal a fundamental misunderstanding of how AI chip restrictions work—or a deliberate escalation designed to force China's hand.

The stakes couldn't be higher for both companies. Nvidia CEO Jensen Huang called losing China a "tremendous loss" earlier this year, estimating the country's AI market will hit $50 billion over the next two to three years. That's roughly a quarter of Nvidia's total addressable market disappearing overnight if tensions continue escalating.

What started as a measured attempt to balance national security with business interests has devolved into tit-for-tat restrictions that could fragment the global AI chip market permanently. China's latest move signals this isn't just about individual companies anymore—it's about two superpowers using technology as a weapon. The real losers may be the AI startups and enterprises caught in the middle, forced to choose sides in a battle that's reshaping the entire semiconductor landscape.
