But the pledge, first introduced in March, has done little to quiet growing concerns that the AI boom's massive energy demands will ultimately fall on everyday ratepayers.

The AI industry's energy appetite is becoming a political flashpoint, and now the White House is trying to get ahead of it. President Donald Trump is expected to unveil a major expansion of his "rate payer protection pledge" on Thursday, with nearly 200 utility companies and data center developers committing to insulate consumers from AI-related electricity cost increases.

The list of signatories reads like a who's who of American energy infrastructure. NextEra Energy, the nation's largest utility by market cap, has signed on alongside Duke Energy, which serves 8.2 million customers across six states. Data center giants Equinix and Digital Realty are also on board, according to documents The Wall Street Journal obtained from the administration.

But here's the thing - the pledge was first rolled out in March, and it hasn't exactly calmed the storm. Consumer advocacy groups and state regulators remain skeptical that voluntary commitments can prevent what many see as inevitable: AI's insatiable power demands driving up costs for everyone.

The timing isn't coincidental. AI data centers are projected to consume between 6-9% of total US electricity generation by 2030, up from roughly 3% today. That's according to recent estimates from grid operators who are scrambling to plan for unprecedented demand growth. OpenAI, Microsoft, Google, and Meta are all racing to build massive new facilities to power their AI ambitions, each requiring hundreds of megawatts of continuous electricity.

An unnamed White House official told The Wall Street Journal that companies signing the pledge have committed to specific mechanisms for isolating AI infrastructure costs from residential ratepayers. The details remain vague, but options reportedly include separate rate classes for data center customers, direct connection agreements that bypass utility rate structures, or commitments to self-fund grid infrastructure upgrades.

The devil's in those details, and state public utility commissions aren't waiting around to find out. Several states have already moved to review how data center electricity demand gets factored into rate cases. In Georgia, where Meta announced plans for a $10 billion AI data center complex, regulators are examining whether residential customers should subsidize the transmission line upgrades required to serve it.

What makes this pledge particularly interesting is what it reveals about the political pressure building around AI infrastructure. The tech industry has spent the past two years selling AI as an economic boon - productivity gains, GDP growth, American competitiveness. Now they're facing questions about who pays for the physical infrastructure that makes it all possible.

NextEra and Duke signing on suggests the utility sector sees regulatory risk on the horizon. Better to make voluntary commitments now than face mandated rate structure changes later. For data center operators like Equinix and Digital Realty, joining the pledge is pure optics management - a way to demonstrate corporate responsibility while their core business is adding gigawatts of load to stressed grids.

The energy crunch is already reshaping where AI infrastructure gets built. Companies are increasingly looking at direct deals with power producers, exploring small modular nuclear reactors, and even reviving retired power plants. Microsoft made headlines last year with plans to restart Three Mile Island's functional reactor to power AI workloads. That's the kind of creative - and expensive - solution companies are pursuing to avoid the rate protection debate entirely.

Consumer advocates aren't buying it yet. The worry is that voluntary pledges become meaningless when demand forecasts change or when companies decide the competitive pressure to expand outweighs their commitment to rate protection. Without regulatory teeth, these promises could evaporate the moment they become inconvenient.

Trump's rate protection pledge represents the first serious political acknowledgment that AI's energy demands could become a consumer burden, but voluntary commitments from utilities and data center operators may prove insufficient without regulatory enforcement. As AI infrastructure continues expanding and power demand projections climb, the real test will be whether these companies honor their pledges when grid constraints tighten and rate cases come up for review. For now, it's a political win for the administration and a PR buffer for the industry, but state regulators and consumer advocates are watching closely to see if the promises hold when the bills come due.
